Firm History
Riley Brazas, Callaway County’s oldest and largest law firm traces its history to W.B. Whitlow, who began practicing law in 1917 and his son, Bill Whitlow, who later formed the firm Whitlow and Riley with Charles W. Riley in 1963. Charles Riley practiced law for over 40 years, serving as President of the Callaway County Bar Association, on the Missouri Bar’s Board of Governors, and as a Fellow of the American College of Trust and Estate Counsel. His son, Thomas K. Riley, joined the firm in 1998 after clerking with the Missouri Supreme Court. In 2012, Jacque Brazas joined the firm and is now a shareholder.
Riley Brazas now includes the lawyers Tom Riley, Jacque Brazas, and staff members Michelle Luna and Cathi Ramirez. Riley Brazas is the only Callaway County firm to have an “AV” ranking, the highest awarded by Martindale-Hubbell, and two attorneys —Tom Riley and Jacque Brazas—recognized by Super Lawyers for distinction in their legal careers.
